The Bede Community and Social Safety Net Programmes in Bangladesh

The Bede community has historically remained marginalized and disadvantaged in Bangladesh. Ensuring their fundamental rights, education, housing, health, socioeconomic development, and social security is essential for improving their quality of life and integration into mainstream society. This study assessed the effectiveness of the Government’s Programme for Improving the Living Standards of the Bede Community. An exploratory mixed-method approach was adopted, using a survey and case studies. Quantitative data were collected from 100 beneficiaries of social safety net programmes in Savar Upazila of Dhaka District through purposive sampling. The findings show that 40% of respondents were aged 30–40 years and 50% were illiterate. About 40% first received allowances in fiscal year 2015–2016, 66% used the allowance for medical expenses, and 40% expressed satisfaction with the allowance. Among stipend recipients, 40% reported improved educational opportunities, while 33% received beautification training. The study recommends increased allowances, educational stipends, post-training grants, continuous training, microcredit, housing initiatives, and measures to promote social inclusion.
